IEUA Connection Fees Update

Recap:

In 2015 the BIA Baldy View Chapter Government Affairs team worked closely with the Inland Empire Utilities Agency (IEUA) on their updated Wastewater Connection Fee and the addition of a new “One-Water” Connection Fee. IEUA is a wholesale water and wastewater management utility agency that services the key markets of Chino, Chino Hills, Fontana, Montclair, Ontario, Rancho Cucamonga and Upland.  BIA Baldy View met with the IEUA staff, attended public workshops and hired a consultant to conduct a peer-review of the fee nexus study. Working closely with BIA members, IEUA was able to reduce the proposed $7,010 Wastewater Connection fee to $5,722 per unit. The new “One-Water” Connection fee was originally calculated at $1,968 but was also reduced to $1,385 per 3/4” meter. BIA Baldy View was also able to negotiate a phase-in approach over the next two years, which will help mitigate the immediate financial impact to the housing industry over a 24 month period.

Connection Fee Deferral:

The following IEUA member agencies currently offer connection fee deferrals to Certification of Occupancy.

  • Ontario Municipal Utilities
  • City of Upland
